Data Export of client clinical records

I often get requests from my state disability determination service to send them multiple years of clinical notes and treatment plans. The conventional way is by fax, which requires me to print volumes of notes and then scan and electronically fax them. Is there a more straightforward way to do this using data export.

Whenever I have attempted to export data I can't seem to find out what to do with it or even to open it.
