Telehealth question

I have a client who lives in the state where I am licensed and she has asked me if I am able to do a telehealth session with her and her mother but her mother lives in another state. Am I ethically allowed to do this since the identified client lives in the proper state? Or do both clients have to live in the state where I am licensed?
