Client navigation to signature forms in portal

Hi there, I am new to SP. My client is having difficulties accessing forms to sign. When he sees the forms he says there is no box to sign on the Provider Disclosure? I tried to resend docs but it won't let me it only shows they were sent on 1/29. 

Where can he go to locate the signature forms?

Why can't I resend the forms I've already sent?
