Medicare (Medex) primary BCBS secondary

Hello, I have opted out with Medicare and have a client who has Medicare as primary and BCBS Medex as secondary.  I'm at a loss how to file claim.  It's saying I have to enroll with Medicare?  Please advise.  Thank you! Melanie
