Video says it doesn't have access, but computer has all permissions set to allow

I went to start my first video call and I got an alert that says "Unfortunately, we cannot access your webcam and microphone right now".
All of the permissions have been set to allow and it still comes up with the same alert. I tried this in chrome and safari, same thing happened.
I attached a photo of the alert and the permissions, please help!
