Client cannot submit documents

My new client is unable to submit the documents I sent to her. These are ones where they click the box that says I agree and then clicks submit. When they click the submit button it doesn't do anything but just stay on the same page. Could it be her browser? Or should I try to resend them?

  I have one client who can not retrieve the documents that h=I have sent her numerous times.  she is the only who is not able to to do so.

  Do you have to have a special browser to retrieve information sent.
