Accepting Client Records from Previous Clinicians

What is the best practice for receiving a client and accepting their records from their previous provider?  I know the client needs to sign the consent forms with us but is there a way to have the previous provider can upload the info into our system or do they have to email it to our private HIPPA emails and we upload it or do we ask the previous provider to give the records to the client and let the client upload them?
