Accepting new clients - public profile will not allow

I have the same problem. I have marked accepting, have schedule, online requests allowed (even though I want them to call me first) etc it does not let me toggle or say I am accepting new clients. Public profile not helpful if it tells everyone I am not. I AM ACCEPTING NEW CLIENTS. Please help.
